Monthly Board-meeting milestones, October 2026 to October 2027

  1. Oct 2026

Take office and make the immediate legal correction

    • Hold the regular Board meeting required immediately after the annual meeting.
    • Adopt written resolutions naming officers and authorizing access to Association records, contracts, bank accounts, vendors, and management instructions.
    • Approve the ARC corrections identified on this site as necessary to conform to the cited federal and North Carolina law.
    • Publish the complete Board Conduct and Transparency Policy proposal for homeowner review.
    • Voluntarily accept written comments for 14 days and publish the final materials at least five days before the November vote.
  2. Nov 2026

Adopt Board transparency and open policy review

    • Vote by separate roll call on the Board Conduct and Transparency Policy.
    • Publish the adopted text, resolution, explanation, effective date, roll-call vote, and Section 15 Secretary certification.
    • Establish the Official Policy Register required by Board Conduct Section 7.
    • Begin publishing Board and committee minutes within 14 days and include the required “Policy and Transparency Status” section.
    • Make the Section 13 compliance-concern and cure requirements effective with the rest of the policy.
  3. Dec 2026

Open review of ARC, enforcement, and financial reforms

    • Introduce and publish the Proposed ARC Guidelines, Enforcement and Fine Policy, and Financial Transparency Policy.
    • Provide Community Notice and open the 14-day written-comment period required by Board Conduct Section 6.
    • Publish the method and deadline for written comments and identify the January meeting as the proposed final-vote meeting.
  4. Jan 2027

Adopt ARC, enforcement, and financial reforms

    • Publish each final proposal, updated redline, and non-identifying comment summary at least five days before the meeting.
    • Vote separately by roll call on the Proposed ARC Guidelines, Enforcement and Fine Policy, and Financial Transparency Policy.
    • Within five business days, publish the adopted texts, final redlines, resolutions, explanations, effective dates, roll-call votes, and compliance certificates.
  5. Feb 2027

Put the core policies into operation

    • Complete the required review of every active enforcement matter within 30 days of the Enforcement Policy’s effective date.
    • Apply the Enforcement Policy’s courtesy notice, cure period, formal notice, hearing, decision, and appeal requirements.
    • Set quarterly financial publication dates using the policy’s 45-day and 75-day deadlines.
    • Apply the ARC Guidelines’ 10-business-day completeness notice, 60-day written-decision deadline, and appeal requirements.
    • Introduce and publish the Professional Services and Vendor Selection Policy and open its 14-day comment period.
    • Publish the pre-election resident-survey report with its response rate and action items.
    • Adopt the recurring survey process described on the Resident Feedback page: consistent questions, broad invitations, published reports, and documented follow-through.
  6. Mar 2027

Adopt vendor standards and publish required records

    • Publish the final Professional Services and Vendor Selection Policy at least five days before the meeting.
    • Adopt it by separate roll-call vote and publish the required adoption materials.

    • Publish Board and committee minutes within 14 days after each meeting.
    • Record each direction or delegation to an officer, manager, committee, counsel, vendor, or other agent in the minutes.
    • Enter generally applicable standing instructions to management or committees in the Official Policy Register.
    • Include the required “Policy and Transparency Status” section in every published set of Board minutes.
    • Publish any quarterly financial report due under the adopted fiscal-year schedule.
  7. Apr 2027

Apply the published compliance and counsel processes

    • For any written Section 13 concern received, acknowledge it within five business days and preserve it as an Association record.
    • Place an unresolved concern on the next regular Board agenda unless the defect is cured sooner.
    • Publish the written determination, any required cure, and the roll-call vote.
    • Evaluate general-counsel proposals using the published scorecard, required disclosures, references, and engagement principles.

    • Review Board terms, proxy requirements, meeting notice, quorum, the voter list, ballots, vote counting, and post-election access against the governing authorities.
    • Identify whether any generally applicable election rule must be proposed before the annual meeting.
    • If a new standing rule is needed, introduce and publish it under Board Conduct Section 6.
  12. Sep 2027

    • Confirm that the official meeting notice states the time, place, and agenda.
    • Prepare and make available the meeting-specific voter list after notice is issued.
    • Confirm proxy handling, the right to demand a ballot, and the governing highest-vote rule.

  13. Oct 2027

    Complete the first reform cycle

    • Conduct the director election at the annual meeting under the governing notice, proxy, quorum, ballot, and highest-vote requirements.
    • Hold the regular Board meeting required immediately after the annual meeting and adopt the officer and authorized-access resolutions.
    • At the first regular meeting after the election, provide the Board Conduct Policy to every director and officer and record the required acknowledgments.
    • Within ten business days after any change in President or Secretary, complete the Section 11 transition checklist covering policies, minutes, contracts, pending legal matters, accounts, repositories, credentials, and records-retention obligations.

Review standards along the way

Each milestone is organized around a monthly Board meeting. Policy introductions, community feedback, and final votes remain separate whenever the review rules require more than one meeting.

  • Initial Board Conduct adoption: voluntarily use a 14-day written-comment period and publish final materials at least five days before the vote; the proposal’s own safeguards are not yet in effect.
  • Ordinary policies and ARC changes after Board Conduct is effective: introduce and publish at a regular monthly meeting; accept comments for 14 days; publish final materials at least five days before the next regular meeting; vote at that meeting; and publish adopted materials within five business days.
  • Later Board Conduct changes: keep the proposal public through two subsequent regular monthly meetings; keep comments open until 14 days before the final vote; publish final materials at least seven days before that vote; and do not count special or emergency meetings toward the sequence.

Under Section 6, revisions to an ordinary proposal do not restart the process when they remain within the announced scope. A revision that materially expands a restriction, fine, charge, sanction, homeowner obligation, or reduction in transparency opens a new 14-day comment period and may move the vote to a later regular meeting. For a later change to the Board Conduct Policy itself, every material revision restarts the Section 12 sequence.
